That's what's i thought at first, but it seems to be more likely a direct burn analog TV broadcast due the small glitches/skips and the standard attributes of this DVD, specific to standalone burners.
I've tried to create an info file that should go something like this (tho it can be wrong):
- Source: PRO#1 | TVB • Phillips Standalone DVD Burner (Unknown Model)
- Generation: DVD-R(M) • DVD-R(1)
- Lineage: (Unknown Professional Gear) • TVB • Phillips Standalone DVD Burner (Unknown Model) • DVD-R(M) • VIDEO_TS • DVD-R(1) ... (if it is burned)
