My uncle is an actor, playwright, and director of a theater company in Locarno. He says this is because the Swiss don't have a disaster mentality switch to turn on - no wars, no earthquakes, virtually nothing major. At the time of his message (Friday the 13th!), despite Italy's all-borders-closed measure people from Lombardy were still coming into Switzerland freely and in considerable numbers, as the Swiss economy there depends heavily on Italian workforce.
And, of course, you remember Harry Limes' (Orson Welles) speech in 1949's
The Third Man: "You know what the fellow said – in Italy, for thirty years under the Borgias, they had warfare, terror, murder and bloodshed, but they produced Michelangelo, Leonardo da Vinci and the Renaissance. In Switzerland, they had brotherly love, they had five hundred years of democracy and peace – and what did that produce? The cuckoo clock."
EDIT: Well, eventually they'd produce Kleenex/LiLiPUT, but it would take 30 more years.
